On warm pipes, try oven cleaner or other solvent and scrape it with a plastic scraper, not metal. Then polish it with chrome polish. At best that will work pretty well. At worst, you are looking at a new exhaust or re-chroming it.

If it is polyester you won't get it off unless you sand it off or use like a dremmel tool and grind it off. You could also take a case cutter knife and scrape it off, but either way you are going to have scratches on the pipe.
Had a similar problem but it was burned on shoe rubber. I used some Tarn-x. Tarnish remover. Be care full and use it a little at a time. As long as it is not burned through the chrome you should be able to get it completely off.

For real take it to a chrome shop and ask them to polish it for you they know what they are doing and if it can be saved or not
I had a plastic bag blow against mine once and D near ruined the pipe trying to clean it up myself
