How do I get about 20 more HP out of a 2.2 liter Toyota?

I don't want to break the bank here. If I were gonna spend big bucks, I'd get a Supra or the All-trac Turbo version of my car.

I know Intake, exhaust, and a chip would do it. Anything else? And which brands of each are gonna give me the most bang for the buck?
And I don't want to blow my mileage or emissions or wake up my neighbors unless I choose to.
And who do I get to install the chip, or is it DIY?
And where do I buy them? I live in the Washington DC area.
And what about suspension? Are there replacement strut cartridges to give me better cornering? Urethane bushing replacements?

I really like the car as a classic beater. It's a 1991 Hatchback Celica GT with 200,000 mi. and the engine, trans, body,brakes are great.
I also use it to pull my motorcycle trailer.
 
200K on the clock, if I were you I'd leave well alone, most cars even German ones are gasping by then. If it ain't broke don't fix it and if you need a car with more clout then get another newer one. In addition it may be that your car is 20HP down on when it was younger and a full service will get some, not all, of the ponies back.
