15 dollars? no you cant; you will have to save up at least $50 for used stuff, $60-$75 for new equipment. Plus, of course, the cost of your fish.
 
I don't know if you'll be able to find anything quite that cheap, but a yard sale is a good idea. You can also check craigslist, freecycle, or local thrift shops/goodwills. There is a 10 gallon for sale on craigslist in my area for $25 with everything. That's probably the cheapest you'll see.
