I'm am buying a used car that is registered in RI, I live in MA and the car is located in MA. A title is needed to register it but the person selling it told me RI doesn't issue titles for cars made before 2000. He said as long as I have the valid RI registration card and bill of sale we will be able to get a MA title and register the car in MA.
How do I get a MA title for a RI car I am buying?
