How do I get a MA ID if I dont have proof of signature?

I lost my Maine Photo ID a week after I moved to MA.

I cant replace my Maine ID because I live in MA and I cant prove residency in MAINE.

I want to get a MA ID but I can't prove signature.

I cant get my SSN CARD because I don't have a photo id.

I have my birth certificate and my paystub.

I need a PHOTO ID but I cant get one anywhere. A library card cant be used for proof of signature.
