you cant because the power outlet needs power from the battery
when the key is off everything shuts down
you can buy separate power outlet because it only has two wires
power and ground and same as on the battery you can hook it up while car is off
but beware you are drawing power from battery which can default in car start
 
...turned off? I need the accessory power outlets to work when my ignition is turned off. How do I do this?
