How do I get a bluetooth USB dongle to work?

I have windows 7 65bit and I just be a cheap USB Bluetooth adapter/dongle from ebay. It didnt come with an installation disk, and there is no bluetooth software on my computer (that i know of) that will search for other bluetooth devices to connect to.

Can anyone help me get this thing working so i can have my computer and iphone connect to each other?
