How do I get a 20 watt PA horn to work wit my cb radio?

I tried hooking it up as directed right to the back of the cb in the PA spot. But you can barley hear my voice wit the hood down.. Now I know that a 20 watt speaker is too powerful for a avarage radio. How do I make it louder?
