How do I force a palette order on an image?

I am trying to make images for a SNES edit and while I can load a Color Table on Adobe Photoshop CS2 and force the colors to it, it will not save the palette in the correct order. Is there a way I can force the image to save with the palette in the same order as the Color Table?
