How do i fix my tail lights and dash lights on my 1990 Jeep Cherokee?

I have a 1990 Jeep Cherokee. My tail lights and dash lights don't work but headlights do and the fuse keeps blowing. I checked and changed the tail light bulbs and they're fine. Where's the best place to look. The wiring diagram i have is confusing. Some one please help
