How do I fix my speedometer that is stuck on 20 mph while i drive my 2000 Honda Civic?

The speedometer was working, and then it was working half the time, and now it's stuck on 20 mph.
 
your speedometer is broken, u need to get it fix, because u never know how fast your going, if u go over the speed u might get a ticket, remember always tell cop it just happen
