Mommy of a girl and boy!

When I get to where I can normally upload a picture from my pc to the website......it tells me that uploads disabled. My javascript is enabled and I have searched and searched for a way to enable uploads on this dang phone but can't fint a thing. Can anyone help??? Thanks!!!
