how do I edit music video in Final Cut Express?

I have like 5 different scenes for the music video and want to have to cut out a short clip then match up my lips with the music for every single clip.

Cant i just match the long clip, match it up, then take another long clip on an added layer ect.

I tried that but if i want to see a bottom layer i have to render it every time i want it to play in the canvis.

any good methods out there? thanks!
