How do I download content for original Xbox games on my 360?

want to download the extra characters for Battlefront 2 but when I try to hook up to xbox live why I have battlefront up it says I have an important message waiting for me and that I must read it before I start. I know this is caused by your parental settings so I tried to open them and it said the xbox live connection failed and I cannot open the settings. It says this every time I try. So I made a new account and now I can open the parental settings. Whenever I change something and then I exit it says the changes will take place when I sign back in. When I sign back in all the changes show up except for the allow Original xbox games and whenever I change it it always gets changed backed to blocked when I exit.

I have posted this question before and only got one answer that didn'twork. My Xbox Live is working except for this problem and is fully updated.
