How do I do a paintover in photoshop?

I've seen pictures of people and stuff which were originally photos, but were painted over in photoshop. How do I do this in the sixth version of photoshop? Can anyone give me step-by-step instuctions or guide me to a detailed tutorial?
 
Not sure what you mean by "painted over". Do you have an example, like a link or something?

What you might be talking about is filters. These can be used to make a photo look like a painting. In any version of photoshop, open you image and click Filter, Artistic, and then try out the various filters to get the effect you want.
