That's actually rather involved.
After the film is developed, making the prints is the hard part.
You need quite a bit:
Running Water
Drain
Enlarger
Enlarger Lens
Perfectly dark room
Trays
Gloves
Goggles
Easel
Clips
Squeegie
Contrast filters
Loupe
Chemistry
and more...
I've never had a darkroom as I do Plantinums and Kallitypes but I've read about them and have been in them before. They look like a bit of a pain. An alternative could be to have your film scanned and then have a lab like MPIX, etc. make true B&W prints from your files. It's a thought. Keep in mind that for just developing the film without making prints you do not need a darkroom just a hand tank, dark bag and chemistry.
Addendum:
"Cheaply if possible?"
Well, if you have a suitable space then there has never been a better time to set up a darkroom. People are giving the equipment away. Freecycle and Craigslist always has darkroom equipment listed for very cheap and even free sometimes. Since prices have fallen it behooves you to buy the very best quality darkroom equipment you can. Especially the enlarging lens.
