Lasso tool and draw a circle? Or if there is just a solid color, like white in the background, use the magic wand tool and select the background and delete it.
Don't need photo shop for this. You can use regular old paint. Choose the circle. draw a line where you want the middle of the circle to be and while still hold down on the left mouse button move the line left or right to make the complete circle.
