How do i create an online business?

I want to create an online business but i'm not sure how to go about it.
Could you please tell me some steps i need to do because i'm writing a business plan but i'm not really sure where to start!
I know i need to research my target market and write down my business idea but what else?
it's an information site.
I DON'T really need to learn more about domain names and creating a site at this stage.
