How do I create a USB Flash Drive with Network Settings on?

I have a netgear router at home, but how do I create a USB Flash Drive? When I try to connect with the internet it said plug in the USB in and wait 30 seconds for the thing to pop up but I waited 30 seconds and it didn't work it gave me this sign D F G H I and it all says ./ and when I click next it says "an error occurd while saving this blah blah blah"
 
Create a flash drive? A flash drive is a physical object, you can't just create one.
