How do i cook a frozen pizza to be not soggy?

I followed the "Extra Crispy Directions" on the box, but it still came out way to soggy for me. The directions already said to put the pizza directly on the oven rack, and i did, but i don't know what is causing it to be so doughy in the middle still.
Yes, i pre-heated the oven, used the right time, and i used the right heat.
I also, of course, use the oven. I've never even heard of using a microwave before.

The bottom of the pizza comes out nice and crisp, but the dough just under the cheese and sauce is always soggy. If i increase the time it takes to cook the pizza, the bottom will burn and the doughy part at the top will still be gross and soggy.
 
It sounds like you'd need to finish it up under the broiler for about 3-5 minutes at the end of cooking time, to cook the top part - for some reason the top of it isn't cooking. That's what I'd do - sounds like something might be wrong with your oven (?) like maybe the top broiler element?
