With such a large organisation as Google offering a wide range of services, their home page to me appears to be correct - it would be impossibl to put everything on it. It is kept clear and concise with signposts (links) to relevant pages which makes it easy for visitors to navigate. What you need which is probably what you would think of as a normal home page is their About Google button which gives contact details, privacy policy and terms and conditions as required by law.
However are you going to let us all in on what you think is missing - would be interesting to know your thoughts. I am sure, however, if they had something that was legally lacking they would have been pulled up by the authorities long long before this.
