How do I complain about road conditions?

I live out a small gravel road that is state owned. The road condition is getting really, really bad. The ditches on the sides of the road are clogged, causing water to constantly flow in the road. When the winter comes, it is going to be solid ice. Which state department or agency should I call to complain about the road?
