How do I complain about a teacher who is not teaching us?

I have a teacher for my GCSE business studies course who does not actually teach us a lot. He is the eu representative for teh school however and this is causing a problem. OUr GCSE exam is next year but this teacher does not teach us the course and we hardly ever learn any business studies. He takes about one lesson to explain 1 term to us and gets off topic very quickly and does not allow us to ask him to go back to the business studies topic. This is very frustrating and my class is more than prepared to sign a petition as none of us want him to teach us; because even when he does try it doesnt make a lot of sense as he starts talking about boxes?!?!. Any hints/ tips/outlines for the complaint form? and i how would i go around framing it so as not to sound rude? I do respect the guy however he is just a rubbish teacher. ALL the students failed at the topics he taught during the exam caz they had the other teacher who taught them the other half of the sylabse, but she only works 1/2 of the week. ALso our teacher is almost constantly going for EU funded skl trips so he isnt there for 4/5+ weeks a year?!
 
You should try the petition. Also talking to the person in charge of the school would be a good idea. Maybe even talking to the school board or anyone in charge of all education. I think it's fine to tell a few funny stories or get a little off topic every once in awhile but not everyday.
