How do I change the HTML of a page on the internet?

Make a copy of the HTML file, pull it up in an editor, make the desired change , then save that file to the desired location.
 
I need to take the html of a page on the internet and copy it exactly. Then i need to change some numbers around within that html. I then need to take the newly remastered html and create an identical clone of the previous page with the new numbers. I need help asap.
