How do I center the body/header/footer/sidebars to show a background image on the sides?

like the golden www image on the outside of the body in this website.

I would like to have it all centered and a fixed size.
Then I want to have a background image to make up for the gaps on the left and the right.
I have a background image and know how to put it in there, but I don't know how to make everything else a fixed size in the center.
