u cant, sorry but it takes up computer space on someone elses supercomputer so u have to pay for it
 
by a web hosting thing, buy a domain name.. Or you could just go get a blog for free
 
You can use geocities.yahoo.com if you want to put up with an ad that Yahoo places on your pages.

You can use www.batcave.net if you don't want to put up with ads on your pages. Geocities is easier to use for a beginner.
