How do I approach my boss about the following situation? Or should I even at all?

I work for a global pharmaceutical company, and at the end of June our department head left the company & within 2 weeks a new person was named. I already worked with him, so I knew him. I expected rules to change somewhat as each boss will have their own set. The old boss allowed the contractors to work from home as well as me (who is a temporary employee - but I've been with them 2.5 years). Normally admins wouldn't be allowed but my mom has been having medical issues & has had many surgeries and needs more. When the new boss took over he said contractors & temp workers were no longer allowed to work from home period. My mom is due to have a major knee surgery in the near future and he says he can't allow me to work from home, yet the contractors still are taking days to work from home. Not as much as before, but they are still doing it and he's not enforcing the rule with them. How do I handle this situation?

PS - Don't say take vacation/sick time because as a temp when I don't work I don't get paid so that doesn't work.
