How do i appeal a UK court fine for willfully obstructing a public highway?

Hey, i was arrested by the police in February for placing traffic cones in the road in the early hours of a Wednesday morning while drunk. I was told that i was going to be fined, so i gave them my address at university, however the court summons was sent to my old home address. Mail was being re-directed from my old home address to my new home address in germany. The summons was posted July 15th. However, i did not receive the summons until August 19th, and the due date for return was August 24th.

I have received my fine - and it amounts to a total of £685 (£610 fine and £75 in court fees)

What i want to know, is can i appeal the severity of the fine? - i am a student - and i have no job, i cannot afford to pay such a fine. It is my first offense and such a fee seems ridiculously high for such an offense.

What are my options?
 
You can't afford the fine, but you can afford to get liqueured-up and act the fool, maybe putting peoples lives in danger, don't you think you should be punished, at lease it may stop you being so stupid and a danger to other people.
