Fonts are to be placed in the folder C:\windows\fonts Best to restart Windows after the new fonts are installed.
By stamps, I believe you are referring to brushes. You place them in the folder C:\Program Files\Adobe\Photoshop Elements 6.0\Presets\Brushes
You may, most likely will, have to "load" them once you open Elements. Click on the Brush Tool then open the flyout menu in the option bar to load (this is where you select the brush size and style or type).
