how do determine my bike frame size and wheel size?

i want a build my own bike and all the links out there on how to find a correct bike size change from site to site...so im asking here...how do i find a correct bike frame size and wheel size? im about 5'4''
 
i'd recommend a 14-15" mtn frame size. but go to a shop have them correctly fit you to a frame size. it may very depending mfr and frame type.
 
You want to take you inseam X .59 for a mountain bike and your inseam X .65 for a hybrid or a road bike. You also want a stand over clearance of 2-4 inches on a mountain or a 1-2 inches on a road bike. You want a wheel size of 26" or 700c. Frame sizes are measured from the center of the crank to the top of the seat tube where the clamp is.
