HOw do connect my motorola phone with my ipod touch via bluetooth?

Since i downloaded the 3.0 software it activated the bluetooth chip on the ipod touch but i want to connect to my cellphone so i can use my cellphone signal to connect to the internet instead of using my crappy web browser.I already tried scanning with the motorola v3t to find the ipods bluetooth signal and back. but it doesn't find it . How can i make this work
