How do bookies determine the spread or Line on a sporting event?

every week the "LINE" comes out on sporting events, how do bookies determine these numbers and consistantly beat the Bettors
 
They use formulas for that, I of course cant tell what are they because I never worked as a bookie, but I can imagine, missing players, away and home teams, weather, all that is taken into consideration before choosing the odds, then after they submit the odds, they move the odds, according to what bettors bet on to guarantee profit.
