How different would cartoons be if,,

,,the deregulation of childrens tv hadnt gone through (meaning that tv shows could not be based on an already existing toyline)? Would certain concepts (animaniacs for example) had come earlier? Would anime be as big (a lot of anime WERE based off of toylines and/or card games after all)?
 
I'm not sure those ideas would come earlier but maybe cartoons wouldn't have such be so associated with just kids. Not completely free of the stigma though. We might have had a longer period of shows that everyone thought were good though. As for anime, I think it would have been the same. Sailor Moon wasn't based off off a toy line, DBZ wasn't based off of a toy line, Pokemon was based off of a video game not a toy line, Naruto wasn't based off of a toy line. Those are the ones that got the most popular too the YGO craze died out within a few years and no one watches Bakugan anyway, and you would still have that group who was watching Gundam on Toonami at midnight and trading fansubs (commonly known as otaku)
 
The toy based cartoons of the 80's, bad as they were, were still the first TV cartoons to be able to compete with Hanna-Barberas (equally bad) cartoons in terms of popularity. So maybe if those hadn't come along, HB would still rule the world of animation...
 
I think that Disney might have gotten a foot in the door earlier television animation wise had there not been so much competition, since none of their shows were really based on pre-existing toy lines, with maybe the exception of The Wuzzles (I think),

But with less competition in the marketplace, shows like Rescue Rangers and Darkwing Duck might have gotten second and third seasons respectiviely, and more shows might have been produced for Saturday Morning.
 
Except all those Disney cartoons, with the exception of Gummi Bears and Gargoyles, were based on existing characters and properties meaning they still had marquee value. Marquee value doesn't necessarily have to be based on a toy as many cartoons went through just based on the property name (New Adventures of Mighty Mouse, The New Jetsons, Gilligan's Planet).
