How did the DBZ saying "Its over 9000!!!" become a joke?

I see it everywhere, even as "inside" jokes sometimes on TV or the internet

I know Vegeta said it (about a power-level)

*But how did it become so viral/funny?

I used to watch DBZ, but can you please explain to me how it became so significant? Thanks.
 
The problem is that the number has no basis in reality.

9000 on a scale of what? And since he puts such a great deal of effort into it, it has now come to mean something meaningless.

i saw a video on youtube where they used that line, and it was followed with "That's not so much. Kick his @ss!"
