How did Robespierre start the terror?

Ok, so i know the the basics of what he did, but how did it all start?? Ok, he became leader of the commitee of public safety, but what did he do after that?? and what 'rules' / 'changes' did he make to france??

well his speech wasn't too inviting to the French. Read up on that. That could easily be a contributing factor. Eh...and more stuff. I'm in AP European History but my head hurts so I can't think! Just look into that for now....
