How did civilized culture survive the rise and fall of regional states?

let's say you live in a town in modern day france and the you've just heard that Rome has fallen to barbarians.
do you
a) try to be more self sufficient and militaristic while maintaining your general culture and infrastructure
or
b) tear off your clothes, forget your language, and run into the hills to hunt mammoths
