How critical is the under-chin front splash guard on an '01 Honda Accord?

How critical is the under-chin front splash guard on an '01 Honda Accord? My girlfriend keeps ripping it out while backing over the snow and ice at the end of the driveway. I've repaired it before by just wiring it up but now it's really getting ragged. If I just cut it off will that expose the engine to harmful debris/water/stones/etc.?
 
its essentially a debris shield. I would keep puting it back up with zip-ties because i've seen people who drive without them pick up garbage bags and stuff that get tangled up in the engine drive belts. The odds aren't great that will happen but if its manageable, I'd recommend you leave it on. Zip ties work the best in terms of keeping it up and out of the way.
