how could i use or extract the titanium dioxide in paint?

I know titanium dioxide is used in white paint as a pigment. Im guessing its still chemically titanium dioxide in there. I am wondering if there is anyway to extract it or if you could just use it directly for something like a photocatalyst, would the other chemicals in the paint possibly interfere with this?
Do you know what stores would sell it?
