How come the U.S. Military uses outdated technology?

Almost every aircraft in the U.S. Air Force was desgined in the 1960's or 1970's. The Abrams tank was first built in 1979 and we still use it today, although upgraded it's still the same platform designed with 30 year old technology.

Why is this?
