how come people don't get pulled over during snow storms or when it's raining?

bullshit answer numero uno. i have seen cops drive dangerously w/o any regard to safety. like when they speed up and get a foot away from my bumper. what happens if they miss the break pedal or the breaks go out?
 
You can be, but the police are pretty busy with accidents and other emergencies during storms, so they don't have spare time to be sitting by the side of the road with the radar gun.
