How come my dog whines when I walk him?

Hi, I have a 3 year old dog named Romeo he is a German shepherd,Australian shepherd mix. He is a really sweet dog.I got him when he was 9 months and he was still with his parents.I have another dog who's name is Juliet who is Romeos sister and then I have another dog who is a male. My dog Romeo does Not like my other male dog and if they see eat other they get into a fight.
My issue with Romeo is that when I walk him he whines and tends to tug on the leash with force. Plus when he hears or sees other dogs he goes ballistic.is this because he is immature toward other dogs he does not see regularly? I am afraid for him to go to them because he is not very dog friendly. I don't have money for hom to get special training so of anyone can give me advice on how to help him stop whining and be more calm on a walk I would greatly appreciate it. Thank you
 
Your dog just needs more socialization. I have a boxer and he did the same thing. Boy was he a handful at first. I couldn't walk him for fear everyone in my neighborhood would try and tell me he needs this and he needs that. I knew what he needed and I was trying to do it. My suggestion is a dog park. Take treats to distract him and before you know it, he will be fine. Just dont give up.
 
Training collar...works wonders (I mean the metal kind not the shock kind). You need to try and socialize your dog, he's only 3 but it'll only get tougher as he gets older...
 
is this the first time you walked him? if so, hes just not used to the leash. just keep the walk short. praise him with treats when he walks properly
