They are just like foam packing peanuts in the way that they are made from polymers, however cornstarch ones are near 100% made of corn. It's very possible to make your own. now, I'm at the part where you mix 1 tbsp cornstarch and 1 tsp water together and microwave it, but it doesn't have a airy texture for me. It's dry and crusty on the outside and mushy on the inside.
