How come my cell phone does not send text messages to people who don't have Verizon?

I have the Samsung Rogue from Verizon and it only sends text messages to people who have Verizon.

If they don't have Verizon (AT&T, T-Mobile etc.) then it either
1. Takes 10-30 minutes to send
2. Does not send at all.
curly crazy.... im not talking about that because it doesnt send even if i write "hey"
