How come my 1989 Toyota Camry V6 keeps blowing fuses?

Every time i replace a fuse for the back up lights, break lights they blow, i have replaced the light bulbs but they still wont come on. no lights in the back of the car works what could be the problem? Could it be a shortage or do i need to replace anything, will it be expensive? can anyone help
