How come in sony vegas 8.0 the Pan/Crop doesn't move side to side?

What I mean by this: Is when I go to the pan crop with the big F in the middle, it will go up and down, but it doesn't go side to side, or left right to side, etc. All it does is allow me to the F box thing, up and down enlarge and make smaller!
