How can you get water and soap out of a cellphone?

i accidently washed my phone 4 times the alltel worker said that the battery crashed and it won't work but if you know any way please tell me. I know rice works for just water but it doesnt get out the soap.
also the battery already shorted
 
If the phone was on when it hit the water it is possible that components shorted out an wrote it off. You can not really clean it properly without dismantling it and using a tooth brush with alcohol (I used to service phones) because things will corrode and it will die later. If you REALLY like it, take to to a repair shop and have it done properly
 
take the phone apart, leave it out in the sun for a couple days so it can fully dry, and then put it back together and turn it on.
 
If the only thing that is damaged is the battery, just go to your local alltel store and purchase a new one. If you have insurance on your phone alltel should replace it, make sure you ask about that.
 
soak the phone in alcohol,
like dip it in all the way [this sounds crazy but trust me]
And then take it out, dry off as much as you can with a towel/hair dryer, then into the bag of rice.

the alcohol evaporates faster than water, and if you are lucky, the soap will get washed out with the alcohol. and hopefully there wasn't too much corrosion.

If it's just the battery, you can get the battery replaced.
 
use a towel or blow dry it also if you put it in rice for a day or two it will dry it out if its still busted you might need a new batery if its still busted than get a new phone
