how can you get a fishing rod in Harvest Moon More Friends Of Mineral Town?

im playing the game and im still in year 1 and its winter and i played the game before but i forgot how to get the fishing rod and how do you upgrade your tools after you upgraded them useing the copper and the silver and where do i get the items 2 upgrade them! plz help im soooo confused
