How can u edit an image so that it's all in b&w except one colour..?

ive been wondering how to do this for a while, how can u edit an image so that everything is in black and white except say... red objects, or simple one object is in colour ??

and is it possible to do so without paying for program i.e photoshop?
WITHOUT USING A PROGRAM YOU HAVE TO PAY FOR.
