How can they afford to keep the amusment arcades open in the winter months?

I see many still open in December, Jan and Feb burning electricity, lights blazing, and yet hardly anybody in them. There are some still some people come on holiday but nothing like in the spring and summer months. It must be costing the owners more staying open.
A big waste of electricity if you ask me and the government are on about cut backs.
