liquidate all assets? The TV ads that make it seem like people are settling their tax debt for pennies on the dollar, and saving their house or business. They must be forced to sell off all assets first and pay IRS -- right? Seems like a scam.

Those TV ads are just as bad as scam if not one. A customer of mine came in this past tax season and said he went to Harris last year for help on tax debt and got ripped off big time.

Usually can't.
IRS won't settle unless you owe big time, more than $20,000, in most cases.
You can work out payment plans and show hardship and get reduced repayment. Don't have to sell off ALL assets. But IRS can put lien on house and assets, so that when you sell, you pay IRS.
